Gwynne Dyer in "Climate Wars" credits these to the military. He notes this in the context that the Pentagon is currently investing in energy efficiency and biofuels. He anticipates that there will be society-wide benefits from military investment in energy efficiency and biofuels.

Attributing these to the government is a good argument for government investment. Attributing them to the military is a good argument for acknowledging the special expertise of the military in identifying risk and taking appropriate action.

Both are good!
